At the March 18, 2025 Board of Directors meeting, the Board reviewed the comments regarding their proposed rule change to not allow personal service providers on Sundays and Federal Holidays. This has been adopted by the Board and will go into effect April 2025.
The Board is now proposing to update the Association Rules to not allow personal service providers entry on Saturdays to allow owners to enjoy their properties with no noise, debris or parking impacts from vendors. This change would mean no construction or service providers would have access to Monarch Bay Association on the weekend or the Federal holidays.
This does not include deliveries or emergencies, such as leaks nor impact resident events or parties.
Personal Service providers include but arenβt limited to landscapers, mobile car wash and dog groomers, pool service, window washers, carpet cleaning, power washing and garage door services. The new rule would read: All vendors (personal service providers) and vendor vehicles would be limited to access on Mondays through Thursdays from 7:00 a.m. to 5:30 p.m. and Fridays from 8:00 a.m. to 5:30 p.m. No personal service providers {or construction} on Saturdays, Sundays or Federal Holidays are permitted entry.
In accordance with California Civil Code Β§4360, the Association must distribute proposed changes, stating the purpose and effect, to the membership at least twenty-eight (28) days before making the change or adopting a new rule.
